Question on the Law and Order

This is the bitter experience of  everyone's life . In our life time everyone might have faced the problems might be a small or big which should be solved by the law(Police & Courts) but tried to solve it by ourselves as we have a fear that if we contact them to solve the problem or issue then the issue going to be complicated more 

     I will share a fictional story to get well connected to what I really want to question for all . Once there was a bank employee who was working as clerk. She was very beautiful and pretty and also getting married with in 3 days (12-05-2020). Her parents are very happy even though they are spending all their savings to her marriage as their daughter is going to be spent the rest of her life very happy .   (9-05-2020)On the day she was leaving to home after her shopping along with her small brother at night 11:00pm  . By the time they were leaving to home a gang on the road  were celebrating the birthday party and party is arranged by son of a great Business man  of the country . When the gang  saw her  they started molesting her on the road  there are some citizens going back to home . They didn't reacted as they know who he is .Her brother started fight with them out of rage they shot him dead and rape her and also burnt her alive . This was the sensation news and the parents of them filed a case on the culprits. As they are very rich they managed to buy the forensic reports and also the eye witness , police and also security camera recordings and also they appointed one of the best lawyer to deal with the case they won the case

I have another story to share but it is the true story . A boy was arrested and accused for the terror attack of Mumbai at the age of 19  and he was innocent He was accused by the local officer for the money from main culprit and also for the promotion that government gives him for this work . It made the boy  30 years to fight and prove himself as a innocent . By the time he get released from the jail he turned 49 .That means he lost his valuable age in Prison. There are so many cases where they cant even prove themselves innocent     

By this story I want to ask that what changes can be made in law in order to minimize the chances of escape of culprits from the law as we cannot expect 100% change in any system as it is not possible . So this is not an issue of a single a community . This is the problem that every country is facing in this world
